SIM Registration and KYC Requirements
All SIM activations in Nigeria require National Identification Number (NIN) verification. MCX Activate handles the complete registration flow in compliance with NCC subscriber registration directives.
Core Requirements
NCC SIM Registration Requirements
- All subscriber SIM cards must be registered with a valid National Identification Number (NIN) issued by NIMC.
- Biometric verification (where available) links the subscriber's face to the registered NIN.
- The registered MSISDN must be linked to the verified NIN in the operator's subscriber registration system.
- SIM registration records must be maintained and available for NCC inspection.
- Unregistered SIM cards must not be activated on the network.
- NCC imposes a regulatory limit on the number of SIM cards that may be registered per NIN.
Activation Flow
How MCX Handles SIM Registration
MCX Activate implements a six-step registration flow compliant with NCC subscriber registration directives.
Subscriber initiates activation
Subscriber initiates the SIM or eSIM activation process via the MVNO's onboarding channel (retail, app, USSD).
Identity document captured
The subscriber's National Identification Number (NIN) is captured either by OCR of the NIN slip or direct entry.
NIN verification via VerifyMe Nigeria
MCX Activate calls the VerifyMe Nigeria API to verify the submitted NIN against the NIMC database in real time.
Biometric confirmation (where required)
For channels requiring biometric verification, a liveness check and face-match against the NIMC biometric record is performed.
Registration record created
On successful verification, a subscriber registration record is created in the MCX platform linking the MSISDN to the verified NIN.
SIM or eSIM activated
The SIM is provisioned in MCX Core HLR and service is activated. For eSIM, the profile is pushed to the device via the Monty Mobile provisioning system.
