What Holding a Licence Already Means

An existing NCC MVNO licence changes the programme in two important ways: the regulatory track is compressed, and MCX can begin platform integration immediately.

Regulatory track — compressed

NCC licence application is complete. The regulatory track shifts to ongoing compliance: NDPA registration, SIM registration flow setup, and lawful intercept configuration. This typically runs in parallel with platform integration.

Integration track — starts immediately

MCX Core provisioning, BSS configuration, and MCX Activate deployment begin in week one of the programme. Elapsed time is driven by use-case complexity and UAT depth rather than regulatory processing.

Commercial model locked earlier

With licensing known, commercial model decisions (prepaid/postpaid, tariff structures, SIM vs eSIM mix) are finalised in Discovery and drive the BSS configuration roadmap.

MVNO autonomy is immediate

As the licence holder, the MVNO has full responsibility for subscriber data, regulatory submissions, and commercial decisions from day one. MCX provides the operational platform that supports those obligations.
